Selectmen's Meeting Minutes 01/13/03
The Board of Selectmen held a budget meeting on Monday, January 13, 2003 at the C. H. Booth Library, Main Street, Newtown, CT.  First Selectman Rosenthal called the meeting to order at 7:35 PM.

PRESENT:        First Selectman Herbert Rosenthal, Selectman Joseph Bojnowski,
Selectman William Brimmer

ALSO PRESENT: Finance Director Ben Spragg, Town department heads and commission members, one member of press

VOTER PARTICIPATION – None noted

2003/2004 BUDGET
First Selectman Rosenthal stated that he is appreciative of the manger in which departments and commissions heeded his request to take a hard, critical look at requests for any new funds, personnel or programs.  For the most part, budget requests submitted by departments took this difficult budget year into account.
        
ACCOUNT 100 – SELECTMEN
Selectman Brimmer moved Account 100 Selectmen in the amount of $389,442.  Motion seconded.
        The First Selectman advised that the current Selectman’s term ends on 11/30/03.  This is the year the Legislative Council would set the Selectman’s salary for the next two years.   
MOTION UNANIMOUSLY CARRIED.

ACCOUNT 105 SELECTMEN OTHER
This account includes non-recurring items requested by all departments.  Final action on this account will be taken at the end of these budget deliberations, after the Selectmen have had a chance to discuss non-recurring items with each department.

ACCOUNT 110 SOCIAL SERVICES
Social Services Director Glynnis Lanzetta was present.
        Selectman Bojnowski moved Account 110 Social Services in the amount of $65,910.  Motion seconded and unanimously carried.

ACCOUNT 140 TAX COLLECTOR
Tax Collector Carol Mahoney was present.
        Selectman Brimmer moved Account 140 Tax Collector in the amount of $157,988.  Motion seconded and unanimously carried.

ACCOUNT 220 COMMISSION ON AGING
Social Services Director Glynnis Lanzetta was present.
Selectman Bojnowski moved Account 220 Commission on Aging in the amount of $222,821.  Motion seconded and unanimously carried.

ACCOUNT 160 PROBATE
Probate Court Judge Margot Hall was present.
        Selectman Brimmer moved Account 160 Probate in the amount of $3,950.  Motion seconded and unanimously carried.

ACCOUNT 170 TOWN CLERK
Town Clerk Cynthia Simon was present.
        Selectman Brimmer moved Account 170 Town Clerk in the amount of $227,586.  Motion seconded.
        Ms. Simon explained the increase in the indexing line item.  The amount of documents being recorded in her office has risen dramatically.  Last year, she had to request a $25,000 transfer to finish out the fiscal year.  She will probably be coming to request more funds to finish the current fiscal year.
MOTION UNANIMOUSLY CARRIED.

ACCOUNT 180 REGISTRARS
Registrar Lereine Frampton was present.
        Selectman Brimmer moved Account 180 Registrars in the amount of $129,987.  Motion seconded.
        Selectman Bojnowski moved to amend by decreasing line 01180-1006 Primary by $10,000.  Motion seconded and unanimously carried.  (This allows for one primary.)
        Selectman Brimmer moved to amend by decreasing line 01180-1005 Referenda by $6,500.  Motion seconded and unanimously carried.  (This allows for one referendum.)
MAIN MOTION AS AMENDED ($113,487) UNANIMOUSLY CARRIED.

ACCOUNT 190 TAX ASSESSOR
Tax Assessor Denise Hames was present, along with GIS Coordinator Scott Sharlow.
        Selectman Bojnowski moved Account 190 Tax Assessor in the amount of $181,861.  Motion seconded and unanimously carried.

ACCOUNT 200 FINANCE
Selectman Brimmer moved account 200 Finance in the amount of $260,878.  Motion seconded and unanimously carried.

ACCOUNT 205 COMPUTER CENTER
Selectman Brimmer moved Account 205 Computer Center in the amount of $11,000.  Motion seconded and unanimously carried.

ACCOUNT 230 TOWN HALL MANAGERS
Board of Managers Chairman Edgar Beers was present.
        Selectman Bojnowski moved Account 230 Town Hall Managers in the amount of $175,000.  Motion seconded.  Mr. Beers was asked to supply an outline of their current revenues and expenditures.
        Selectman Brimmer moved to TABLE this account until the final budget meeting.  Motion seconded and unanimously carried.

ACCOUNT 730 HATTERTOWN HISTORIC DISTRICT
Chairman Moira Rodgers was present.
        Selectman Brimmer moved Account 730 Hattertown Historic District in the amount of $500.  Motion seconded and unanimously carried.
        Ms. Rodgers advised that the Historic District is moving forward with producing a book and these funds will be used for printing costs.

ACCOUNT 240 SOCIAL SECURITY
Selectman Bojnowski moved Account 240 Social Security in the amount of $671,000.  Motion seconded and unanimously carried.
        Selectman Brimmer moved to amend by decreasing line 01240-2002 FICA by $10,000.  Motion seconded and unanimously carried.
MAIN MOTION AS AMENDED ($661,000) UNANIMOUSLY CARRIED.

ACCOUNT 260 PENSION
Selectman Bojnowski moved Account 260 Pension in the amount of $303,850.  Motion seconded and unanimously carried.

ACCOUNT 270 HEALTH INSURANCE
Selectman Bojnowski moved Account 270 Health Insurance in the amount of $1,787,000.  Motion seconded and unanimously carried.

ACCOUNT 300 COMMUNICATIONS
Director of Emergency Communications Joe DelBuono was present.
        Selectman Brimmer moved Account 300 Communications in the amount of $578,895.  Motion seconded and unanimously carried.

ACCOUNT 310 POLICE
Chief Michael Kehoe, Captain Joe Rios, Commission Chairman James Reilly and members Richard Simon and Gerald Finnegan.
        Selectman Bojnowski moved Account 310 Police in the amount of $3,132,311.  Motion seconded and unanimously carried.

ACCOUNT 315 POLICE OTHER
Selectman Bojnowski moved Account 315 Police Other in the amount of $210,000.  Motion seconded and unanimously carried.

ACCOUNT 340 CANINE CONTROL
Selectman Brimmer moved Account 340 Canine Control in the amount of $86,937.  Motion seconded.
        Selectman Brimmer moved to amend by increasing line 01340-2001 Health Insurnace to $17,884.  Motion seconded and unanimously carried.  
MAIN MOTION AS AMENDED ($88,262) UNANIMOUSLY CARRIED.

Having no further business, the meeting was adjourned at 10:00 pm.
